The global licensed-merchandise market hit $389.8B in 2025 (Licensing International). But that number is almost entirely enterprise deals with minimum guarantees and months of legal overhead. The indie game dev, the Etsy seller, the AI-app builder, the fan-comic creator—they use characters, worlds, and styles they didn’t create, pay $0, and hope no one notices.
Nintendo issued 379 DMCA takedowns against fan games in early 2026. Etsy removed over 1.5 million listings for IP violations in 2024. The current answer is enforcement, which earns you nothing and destroys goodwill. The missing answer is a safe, controlled, revocable “yes, under these rules.”
Roblox proved both sides of the equation in July 2025: self-serve licensing at 15–50% revenue share, approvals in hours not months, with Netflix, Lionsgate, Sega, and Kodansha as early supply. But it only works inside Roblox. LicenseOS is the cross-platform version of that infrastructure.

Rights holders don’t refuse small uses because they want to. They refuse because there has never been a safe, scalable way to say yes. Every fear has a technical answer.
Reserved rights, always
Mark entire categories as off-limits before a single license is issued. Film adaptation, national retail, AI-training use, real-person likeness — any category you reserve is structurally excluded from every auto-grant. The engine cannot issue what you have not enabled.
Hard volume and revenue ceilings
Set per-licensee caps on units, impressions, monthly users, and annual revenue. When a licensee’s project exceeds your threshold, the API automatically escalates to human review instead of continuing to auto-approve. Big-deal territory stays fenced.
Revocable at any moment
A single click in your console invalidates a license token. The next API call from that developer returns a hard block — and both sides see the revocation logged with a timestamp. No lawyer required, no DMCA process, no waiting.
Non-exclusive by default
Every grant issued through LicenseOS is non-exclusive unless you explicitly expand it. Your right to sign the six-figure studio deal later is never waived. The micro-license and the media deal can coexist because they operate in different volume tiers.
No minimum guarantee required
Traditional licensing requires licensees to advance 25–40% of projected royalties upfront. LicenseOS flips this: usage-based royalties accrue as the licensee earns. You collect on actual revenue, not phantom projections — and the long tail that could never write a $500K check can now pay you.
LicenseOS is architecturally incapable of issuing a license for a use you have not enabled. Reserved categories are enforced at the policy layer, not in terms of service. If you have not turned a category on, no token for it can exist.

Publish machine-readable rules
Define your tiers in a declarative policy: which use-cases are allowed, which channels, content categories, volume limits, and attribution requirements. Set hard reserved-rights fields for the categories you will never auto-license. Your policy is versioned and immutable once a license is issued against it — no retroactive changes that surprise licensees.

Choose your review mode
Auto-approve low-risk uses that fit your policy exactly. Route borderline requests to the AI brand-safety classifier. Send high-value or ambiguous requests to your own review queue, with a deadline. Require an invite code for restricted categories. You control each tier independently.

Developers apply and receive a scoped token
A developer fills out a self-serve application — use-case, distribution channel, expected revenue, audience size. Your policy engine evaluates their submission deterministically and returns allow / warn / require_review / block plus a signed license token scoped to exactly what you approved. No negotiation round-trip for standard fits.

Monitor usage, collect royalties, revoke if needed
Every license check from a developer’s app is appended to your audit log: timestamp, decision, input summary, and decision ID. Usage counters update in real time. Royalties accrue per your configured rate. If a licensee violates terms or you simply change your mind, you revoke — and enforcement is immediate.

A configurable AI classifier sits between the developer’s request and the license decision. You define what your characters look like, what contexts they appear in, and what output types are never acceptable. The classifier enforces your rules at generation time — not after the fact.
This stops off-model use at the source — before an output is ever generated or delivered, not after the fact. A webtoon artist can require character poses to match a reference sheet. A children’s-book illustrator can block any output with horror, violence, or adult content before it reaches a user. Revoke a license and every new generation and asset fetch is cut off instantly; what already shipped stays traceable through the full audit log and per-delivery fingerprints — leaks are traceable, not impossible.
Configure reference prompts and output examples that define your brand’s look. The classifier scores each incoming prompt and output against your style guide and blocks requests that would produce off-model derivatives.
Define which characters can appear together, which contexts are prohibited, and which output types (e.g., violent, romantic, horror) are never permitted regardless of other policy settings.
Hard block any content category at the classifier level — adult content, real-person likeness, political context, competitive brand adjacency. These blocks apply before the token is issued and cannot be overridden by the developer.
Developers’ apps can check a prompt before generating and submit outputs for post-generation review. Both stages run your classifier and create a logged decision, giving you visibility into the full generation pipeline.

Every decision is appended with a hash linking it to the prior entry. The log is exportable as a legal record. If a licensee disputes a revocation or a platform demands compliance proof, the log is your artifact.
